Some tools are available in the standard dictd tarball (e.g., dictzip).

Michael Sobolev has a GPL'd SGML-to-dictd converter, called [[http://woe.transas.com/mss/dict/dicttools/ | dicttools]] that uses the [[http://www.flightlab.com/cost/cost.html | cost]] extension to TCL.
